Stairways with four or more risers or rising more than 30 inches 76 cm in height- whichever is less- must be installed. The following general OSHA requirements apply to all stairways and stair rails. Local laws and building codes or HOA regulations also influence this decision.
Handrails and the top rails of stairrail systems shall be capable of withstanding without failure a force of at least 200 pounds 890 n applied within 2 inches 5 cm of the top edge in any downward or outward direction at any point along the top edge. Handrail height at stairs is required to be between 34-38 high. The purpose of a handrail is to provide guidance. For stair rail systems installed on or after January 17 2017 the top rail and handrail must be separate.
Public stairs ramps and ADA compliant stairs and ramps require that the handrailing extend 12 305 mm beyond the face of the nosing of the bottom or top stair tread. Stair rails installed after March 151991 must be not less than 36 inches 915 cm in height. A vertical clearance 9 inches minimum between upper and lower handrails will help prevent entrapment.
