Loft Stairs Code
The design requirements for loft staircases are the same as with other staircases.
Loft stairs code. The width of the landing shall not be less than the stairway width and a minimum of 600 mm clear of cross-traffic door swing or any other structure. It will have an egress window. Give yourself extra storage somewhere to do crafts or a play area for the kids.

This customer wants to put in a set of stairs that cannot be built to IRC code in his state. Option 2 - Keep the opening to the kitchen from the living room and build an ladder or alternative loft stairs system along the small wall.
25 x 54 - most-common small width pull-down attic stair. The stair should be within the parameters of 50-70 degrees from the horizontal. 25-12 x 64 - often used for a longer pull-down ladder attic access from a higher than standard ceiling.
According to Codes in the IRC Ive determined that the loft is not considered a Habitable Area due to area restrictions. AS 1657 431 Rises and goings. Above the top step your ceiling must be at least 14 8.
Each rise shall be not less than 130 mm and not greater than 225 mm. The only thing I can find specific to this in the WI Code is the following. Put your space to good use with a loft with stairs.
