I believe the pool was only two thirds full all winter and the top of the wall was pushed in. A larger area with holes crumbling concrete or structural damage may need quick setting cement.

Unlike wood this material will resist rotting. Cement steps may settle due to an improperly prepared base. The lots were dug out next door on both sides with pretty significant soil drop on that.
